The analysis of provisions of Local Spatial Management Plans and selected cases of practical implementation of such provisions showed, that the provisions of spatial law practically stay without any relation to rules of urban composition and spatial order. The research was limited to analysis of urban composition, without considering all the conditions for planning process and its results. The town planning is treated in this article as planned space resulted from clear urban concept based on general urban composition rules. Town planning does not refer in this case to spatial chaos which can be a result of implementation of Local Spatial Management Plan.
Socio-Economic Effects of the Spatial Chaos for the Settlement Systems and Functional Land Use Structure. The aim of the study is an attempt to estimate, on the basis of literature and own analyzes, how costs are related to spatial chaos, i.e. mainly dispersion of settlement. Mainly residential (housing) settlement was addressed, which contributes the most to the defective structure of the entire settlement. In particular, the analysis uses several concentration indicators and graphical methods, including the so-called minimal spanning tree (MST). Analyzes have shown that costs can amount to several dozen billion zlotys a year, resulting due to the lack of utilities, unsatisfactory condition of public infrastructure, morphological and functional chaos, excessive location of buildings in agricultural areas, oversupply of investment land with low location potential and as a result of low economic efficiency and effectiveness of settlement.
Expenditures Related to Technical Infrastructure. The aim of the study is to answer to the question what is the economic (financial) scale of expenditure and local investments related to the technical infrastructure and to what extent the investment processes are correlated with the planning coverage. The study is based on data used in the annual reports of the Institute of Geography and Spatial Organization of the Polish Academy of Sciences on the state of planning work in communes. A detailed analysis of municipal budget expenditures was carried out, demonstrating large diversity of water and sewerage services, road construction and renovation, investment expenditures, etc. The research showed that a significant part of the investment is located outside local plans based on the decision on building conditions. This creates a serious risk of irrationality of spatial management and leads to increase of infrastructure service costs.
This paper present the data for monitoring forest conditions and forest resource management by a local community adjacent to the Doi Laung Wildlife Sanctuary, Huaimai Sub-district, Song District, Phrae Province, Thailand. This study uses quantitative forest surveys, interviews, discussions, and descriptions of the historical context of public participation in forest management including a detailed assessment of field conditions. The findings of a forest resources inventory show that (1) from the three sampled areas, Doi Laung Wildlife Sanctuary has highest richness, followed by village #16 and #14, and (2) Huaikhon #16 implied the process of framework to maintain a healthy condition and response to community needs with collective management. The conceptual model assessment that links key group indicators and drivers is presented based on previously developed assessment models. The framework focuses on the best way to provide forest management, forest fire prevention, and firefighting as well as monitoring of Check-dam construction and other activities that support the recovery of the forest community. This paper demonstrates the general of an environmental assessment framework to applying organize environmental information to facilitate policy decision making for the sustainable development.
Though current conservation policy in Poland refl ects world trends and approaches to action, compliance with all of its assumptions would entail the Polish authorities remodelling both the system and the methods by which natural resources are managed. On the one hand this requires a change of approach to the management of natural resources from the traditional, purely nature-related one, to a more modern inter-disciplinary one that takes in social and economic conditioning. On the other hand, a system need to be put in place to allow these ideas to be introduced in practice. The work described here deals with the participation of different stakeholder groups in nature management, with this regarded as a method of increasing the latter’s effi ciency. The many examples (of good practice) presented by the author well illustrate the wisdom of the approach, which often seems to achieve success where it is attempted.
Technical and operational energy efficiency measures for ships, such as the energy efficiency design index (EEDI) and ship energy efficiency management plan (SEEMP), aim to improve the energy efficiency of international shipping. Studies show that absolute emissions from international shipping will increase despite their mandatory application. For this reason, it is important to assess the impact on the effectiveness of the application of mandatory efficiency measures on future emissions. Further measures are being developed at the International Maritime Organization to control emissions from ships, in particular greenhouse gases (GHG) that contribute to climate change. In January 2019, a system of collecting fuel consumption data by ships (Ship Fuel Oil Consumption Database) was introduced. Energy efficiency measures promoted by the IMO Maritime Environment Protection Committee, initially as facultative, then as mandatory, show strong preventive character. The mandatory use of energy efficiency measures by ships as well as the development of energy efficiency management policies by shipping companies contributes to climate protection and adaptation to climate change.
The paper refers to planning deliveries of food products (especially those available in certain seasons) to the recipients: supermarket networks. The paper presents two approaches to solving problems of simultaneous selection of suppliers and transportation modes and construction of product flow schedules with these transportation modes. Linear mathematical models have been built for the presented solution approaches. The cost criterion has been taken into consideration in them. The following costs have been taken into account: purchase of products by individual recipients, transport services, storing of products supplied before the planned deadlines and penalties for delays in supply of products. Two solution approaches (used for transportation planning and selection of suppliers and selection of transportation modes) have been compared. The monolithic approach calls for simultaneous solutions for the problems of supplier selection and selection of transportation modes. In the alternative (hierarchical) solution approach, suppliers are selected first, and then transportation companies and their relevant transportation modes are selected. The results of computational experiments are used for comparison of the hierarchical and monolithic solution approaches.
